On April 20, 1993, in a tense session, General EP Hermoza Ríos exposed the institutional disclaimers of the Armed Forces before the members of the Human Rights Commission of the CCD. The following day, in an attitude of defiance and intimidation, he led an unusual and unprecedented parade of tanks and troops through the streets of Lima, demonstrating the military power and impunity with which the armed forces operated in relation to investigations of human rights violations.
