In 1993, the privatization process of the state mining centers in Pasco, Junin and Huancavelica began, resulting in massive layoffs of mine workers. For example, Caudalosa Grande reduced its staff from 1,500 workers in 1980 to only 100 in 2000.

This privatization process was considered by many workers as arbitrary and painful, marking the end of an era in state mining in central Peru. The privatizations took place in a context of weakened union organizations due to political violence and the militarization of the mining centers.
