Third phase of counter-subversive military operations in Alto Huallaga (August 1992-1994), focused on clearing operations after the capture of Abimael Guzmán. The PCP-SL progressively lost the territorial control it had maintained since 1986.

The third stage of the counter-subversive military battle took place from August 1, 1992 to 1994, focused on clearing operations against the PCP-SL in Alto Huallaga. This phase followed the capture of Abimael Guzmán in September 1992 and was characterized by intensive military operations to regain territorial control. During this period, the PCP-SL began to retreat to the left bank of the Huallaga River, losing control of the hamlets on the right bank, although it continued to make incursions into the villages. The armed forces implemented a new strategy that included better treatment of the civilian population, effective intelligence work, and the creation of Development Committees instead of Self-Defense Committees.
