VI CUAVES Convention

The VI CUAVES Convention in August 1992 was taken over by the PCP-Sendero Luminoso, demonstrating the high level of infiltration and control that the subversive organization had achieved in the popular organizations of Villa El Salvador.

The VI Convention of CUAVES (Comunidad Urbana Autogestionaria de Villa El Salvador) held at the end of August 1992 was essentially taken over by the PCP-Sendero Luminoso, surprising all observers by the level of control exercised by the subversive organization over this event. The influence of the PCP-SL in CUAVES had already been evident since 1991, when radical sectors called 'cuavistas' - many of them MRTA sympathizers - forged a tactical alliance with PCP-SL sympathizers to remove Secretary General Roque Quispe. During the convention, the radical groups presented a motion stating that given the economic situation the municipality should not charge taxes, a proposal that was approved. The final document of the Sixth Convention clearly demonstrates the PCP-SL's takeover of this important popular organization in Villa El Salvador.
