Conclusion of the second stage of the counter-subversive military battle (August 1990 - July 1992) focused on recovering zones liberated by the PCP-SL in the Upper Huallaga. It marked the beginning of the Shining Path retreat to the left bank of the Huallaga River.
The second stage of the counter-subversive military battle in Alto Huallaga concluded on July 31, 1992. This stage, which extended from August 1990, was based on recovering the zones liberated by the PCP-SL in the region. During this period, the PCP-SL had maintained control of the area since 1986, subordinating coca farmers and drug traffickers. Beginning in 1992, due to various counter-subversive actions by the armed forces, the PCP-SL began to retreat to the left bank of the Huallaga River, losing control of the hamlets on the right bank, although it continued to carry out incursions into the villages.
