Illegal Detention of Samuel Dyer Ampudia

Businessman Samuel Dyer Ampudia illegally detained by SIN and SIE, accused without evidence of collaborating with PCP-SL

On the night of July 27, 1992, businessman Samuel Dyer Ampudia was illegally detained at Jorge Chávez Airport by Major PNP Migdonio Torres Aliaga by order of Colonel PNP Víctor Arcila Dupp. He was handed over to PNP Colonel Carlos Domínguez Solís of the SIN, who transferred him to the Army Intelligence Service in the 'Pentagonito' by order of Vladimiro Montesinos. He was illegally detained until approximately August 5, accused without evidence of collaborating with the PCP-SL. During his detention he suffered initial physical mistreatment and was held incommunicado.
