This restructuring of the self-defense system met with resistance from the population who were accustomed to their local self-defense systems for citizen security. The population experienced these decisions as a loss of autonomy and of their capacity for self-management. As the restructuring of the self-defense system got underway, violence intensified and several leaders were assassinated.
