In July 1992, the first police station was established in Huaycán under the leadership of Pascuala Rosado, a decision that met with resistance from the population accustomed to local self-defense systems. The restructuring of the security system intensified violence in the area.

In July 1992, the first police station was established in Huaycán when Pascuala Rosado was the leader. This decision met with resistance from the population, who were accustomed to their local self-defense systems for citizen security. The population experienced these decisions as a loss of autonomy and their capacity for self-management. Despite majority resistance, a defense corps was sworn in on July 15 with more than two to three hundred men and women to fight for the security of the people. As the restructuring of the self-defense system got underway, violence intensified and several leaders were assassinated.
