This presentation takes place in the context of the coup d'état of April 5, 1992, when President Alberto Fujimori Fujimori dissolved the Congress and reorganized the Judiciary. On the same day, second vice-president Máximo San Román Cáceres was sworn in as constitutional president before members of the dissolved Congress in the Lima Bar Association, with 44 of the sixty senators and 149 of the 180 deputies in attendance. The schedule sought to establish a plan to return to democratic institutionality after the constitutional rupture.
