Reading of the Law of Bases of the Government of Emergency and National Reconstruction
On April 6, 1992, Oscar de la Puente Raygada, new president of the Council of Ministers, read the "Law of Bases of the Emergency Government and National Reconstruction" in the first session of the ministerial cabinet after the coup d'état. This decree law established the elaboration of a new Political Constitution.
On April 6, 1992, one day after the coup d'état perpetrated by Alberto Fujimori Fujimori, the new cabinet was sworn in under the presidency of Oscar de la Puente Raygada. That same day, in the first session of the ministerial cabinet, the new president of the Council of Ministers read the text of the first decree law of the regime called "Ley de Bases del Gobierno de Emergencia y Reconstrucción Nacional" (Law of Bases of the Emergency and National Reconstruction Government). This decree law instituted, among other things, the elaboration of a new Political Constitution. The act took place in the immediate context following the dissolution of the National Parliament and the total reorganization of the Judiciary, the National Council of the Magistracy, the Court of Constitutional Guarantees and the Public Prosecutor's Office.
