Decree law on usurpation of public functions

Decree law issued by Fujimori's government in April 1992 sanctioning the usurpation of public functions and the exercise of positions by suspended or dismissed persons. The measure sought to restrict the activities of the members of the dissolved Congress after the April 5 coup.

Alberto Fujimori's government issued a decree law sanctioning those who, without title or appointment, usurp public functions, give military or police orders, or who are suspended or dismissed from their posts and continue to exercise them. This measure was issued in the context of the coup d'état of April 5, 1992, when Fujimori dissolved the Congress. The decree restricted the alternate work of the dismissed members of Congress. According to the report, this norm was intended to "frighten and repress Máximo San Román," who had been proclaimed constitutional president by the dissolved Congress on April 21, 1992.
