Zacarías Magallanes, a leader of the Huaycán human settlement, was assassinated by the Shining Path PCP in March 1992. This assassination occurred in the context of the political dispute for control of the Huaycán neighborhood organization, where the PCP-SL had suffered a political defeat in April 1991 when the delegates agreed not to entrust their security to the subversive organization. Subsequently, Pascuala Rosado, who was president of the CUAH (Comunidad Urbana Autogestionaria de Huaycán), was also assassinated. Despite these selective assassinations of leaders, the Shining Path PCP's attempt at political control in Huaycán failed.
