On February 25, 1992, a military base was established in the communal premises of the Juan Pablo II human settlement, located in the district of San Juan de Lurigancho, Lima. This occurred in a context of intensifying political violence in the Peruvian capital. Days earlier, on February 15, María Elena Moyano Delgado, leader of the Popular Federation of Women of Villa el Salvador and deputy mayor of the district, had been assassinated. The establishment of this military base was part of the government's counter-subversive strategy in popular urban areas of Lima.
