Days earlier, on February 14, the People's Democratic Revolutionary Movement (a PCP-SL city organization) had called for an armed strike in Lima, which was unsuccessful, but during which several attacks were carried out. Moyano's assassination was part of the PCP-SL's strategy of eliminating social leaders who represented democratic alternatives in popular areas.
