Murder of María Elena Moyano Delgado

María Elena Moyano Delgado, leader of the Popular Federation of Women of Villa El Salvador and deputy mayor of the district, was assassinated on February 15, 1992. The assassination occurred in a context of intensified attacks by the PCP-Sendero Luminoso against popular leaders and local authorities. Days earlier, on February 14, the People's Democratic Revolutionary Movement (a PCP-SL city organization) had called for an armed strike in Lima, which was unsuccessful, but during which several attacks were carried out. Moyano's assassination was part of the PCP-SL's strategy of eliminating social leaders who represented democratic alternatives in popular areas.
