On February 14, 1992, the PCP-SL called for an armed strike in Metropolitan Lima, during which 25 attacks were carried out in the city. The most spectacular act of that day was the blowing up of a police patrol truck in the district of Comas. This attack occurred in a context where Metropolitan Lima concentrated 65% of the subversive actions in the whole country, and the Northern Zone accounted for almost 28% of these terrorist acts. The attack was part of the Shining Path's strategy to intensify its presence in the popular urban areas of Lima.
