State Department accepts congressional conditions for aid to Peru
On January 17, 1992, the State Department "reluctantly" accepted the conditions imposed by Congress, provided it did not omit any efforts to reduce the flow of narcotics into the United States. The Peruvian authorities were informed of the conditions, with emphasis on the registration of detainees, and that the aid would not include the $10.05 million to train three counter-subversive Army battalions.
