In 1992, the Peruvian Navy took over the command of the Political-Military Command of Ucayali, implementing a new counter-subversive strategy based on winning over the social base of the PCP-SL through civic actions and the promotion of Self-Defense Committees.
In 1992, the Peruvian Navy assumed command of the Political-Military Command of Ucayali, marking an important change in the counter-subversive strategy in the region. This change coincided with a new strategy based on winning over the PCP-SL's social base through civic actions that demonstrated to the civilian population that the armed forces respected the lives of the people and actively participated in the development of the population. The Navy's new strategy also encouraged the organization of Self-Defense Committees in the different villages of the CFB. This change of command and strategy was one of the two important events in the counter-subversive struggle in the region, together with the active response of the population against the presence of the PCP-SL.
