CAD training at Huipoca

In 1992, the Peruvian Navy successfully formed a Self-Defense Committee (CAD) in the hamlet of Huipoca, Padre Abad, the first time they gave weapons to a committee in the area because of the confidence they had in them. This CAD played an important role in stopping the advance of PCP-SL on the Federico Basadre Highway.

In 1992, the Peruvian Navy successfully formed a Self-Defense Committee (CAD) in the hamlet of Huipoca, located in Padre Abad. This was one of the places where the Navy implemented its new counter-subversive strategy based on winning over the PCP-SL's social base through civic actions. It was the first time that the Navy delivered weapons to a committee in the area because they enjoyed its full confidence. To deactivate the Popular Open Committee previously formed by PCP-SL and prevent ambushes against its patrols, the Navy opted to arm the CAD and support the population with tools for the development of their daily lives, including the delivery of stoves and other implements. Although the CAD of Huipoca did not capture Shining Path leaders, it played an important role in stopping the advance and presence of PCP-SL on the Federico Basadre Highway (CFB).
