In 1992, a return program was implemented in the communities of Yerbabuena, Putucunay, Belén de Chapi, Oronqoy, Santa Carmen, Chillihua and Tastabamba. This program was developed after the Chapi Base was deactivated in 1988 and people returned to Andahuaylas. The program sought to facilitate the return of displaced people to their communities of origin after years of violence and forced displacement. This return took place in the context of the internal armed conflict and was part of efforts to repopulate areas that had been abandoned due to violence between the PCP-SL and state forces.
