Entry into force of 126 legislative decrees
In December 1991, 126 legislative decrees issued by the Executive in use of extraordinary powers, most of them related to national security, went into effect. This generated a conflict of powers with Congress, which sought to repeal and modify several of these decrees.
In December 1991, 126 legislative decrees issued by the Executive Branch in use of extraordinary powers granted by Congress went into effect. These decrees covered various topics, most of them related to national security, including the national mobilization law, the national defense system law, the national intelligence system law, regulations for the Armed Forces in areas not declared in emergency, recognition of self-defense committees, and authorization for the Armed Forces and the PNP to enter university centers and prisons. On the other hand, the Congress was about to approve several bills repealing some decrees and modifying others issued by the Executive. This situation generated a conflict of powers between the Executive and the Legislative, with President Alberto Fujimori and the Minister of Economy resorting to verbal violence to respond to parliamentarians who questioned the decrees.
