Denial of extraordinary powers to the Executive Branch

In November 1991, the Chamber of Deputies refused to grant extraordinary powers to the Executive to legislate on taxation, accentuating the conflict between branches of government.

The Chamber of Deputies of the Peruvian Congress did not grant the extraordinary powers requested by the Minister of Economy to legislate on taxation. This decision took place in a context of growing conflict between the Executive Branch and the Congress, due to the recent deluge of legislative decrees issued by Alberto Fujimori's government. For its part, the Senate continued with the repeal and substantial modifications of several Executive decrees. President Fujimori and the Minister of Economy responded with verbal violence to parliamentarians who questioned the decrees.
