In his speech, he severely questioned what he called "the terrorists [sic] infiltrated in pseudo humanitarian and human rights organizations". This speech came days after the President described human rights organizations as "useful fools" of the subversion. The speech was part of an escalation of the government's confrontation with human rights organizations in the context of the counter-subversive struggle.
