Americas Watch rejects U.S. certification on human rights compliance in Peru
On September 9, Americas Watch sent the Secretary of State a letter rejecting the resolution and the report on which it is based. Both reveal the Bush administration's willingness to ignore the human rights conditions contained in the INCA.
