Murder of the head of the National Institute of Civil Defense in Juliaca

On August 18, 1991, the head of the National Civil Defense Institute in Juliaca was assassinated by the PCP-Sendero Luminoso. This assassination was part of a series of selective executions of authorities and public officials that the PCP-SL carried out during that period in the department of Puno. The attack took place in a context of intensifying political violence in the region, where the PCP-SL systematically executed representatives of the State. Days later, on August 30, the PCP-SL continued its actions by assassinating journalist and Cambio 90 leader Gustavo Zuñiga, demonstrating the continuity of its campaign of terror against authorities and local leaders.
