On August 18, 1991, the head of the National Civil Defense Institute in Juliaca was assassinated by the PCP-Sendero Luminoso. This assassination was part of a series of violent actions perpetrated by the subversive organization in Puno during 1991, which included the assassination of authorities and political leaders. The attack occurred in a context of an upturn in the activity of the PCP-SL's urban annihilation commandos in the region. Twelve days after the assassination of the Civil Defense chief, on August 30, the PCP-SL also assassinated journalist and Cambio 90 leader Gustavo Zuñiga in the same city.
