Torture and murder of César Beltrán Igúsquiza Caldas
César Beltrán tortured, mutilated and killed by military personnel at Los Laureles base
On August 16, 1991, in the district of Hermilio Valdizán, members of the Los Laureles base arrested César Beltrán Igúsquiza Caldas. He was taken to the local school, where he was beaten. That night he was taken behind the municipal council building, where they cut off his fingers and ears and beat him to death. His parents found him with absorbent cotton in his mouth, they could only recognize him by the clothes he was wearing.
