U.S. Congress warns Bush about serious human rights violations in Peru
A lengthy congressional letter to President George Bush, dated July 23, stated that the Peruvian military and police forces have prevented the Fujimori government from complying with the conditions set by INCA, and that for the fourth consecutive year the United Nations Human Rights Commission has received more reports of disappearances and other violations than from any other country in the world. The letter concluded that increasing aid to the Peruvian police and armed forces would send a signal that the United States is willing to tolerate its dismal human rights record.
