Creation of the Self-Defense Corps by CUAH

CUAH created the Self-Defense Corps on July 7, 1991 to fight crime and drug addiction, but a week later Fujimori added the task of fighting subversion, which caused the organization to retreat in the face of PCP-SL attacks.

On July 7, 1991, the Urban Self-Management Community of Huaycán (CUAH) decided to create the "Self-Defense Corps", initially restricted to fighting crime and drug addiction. This decision came after in April 1991, during the Second Statutory Congress of the CUAH, the Shining Pathists were politically defeated by the delegates who agreed to organize themselves in "mass self-defense". A week after its creation, during a public ceremony, President Fujimori recognized the organization, adding to it the task of fighting subversion. This "new responsibility" led to the organization's retreat in the face of the PCP-SL's stalking and attack against the urban patrols and against the Self-Defense Committee, which would later end with the death of the leader Pascuala Rosado.
