State of emergency declared in highland provinces of Cuzco

In July 1991, a state of emergency was decreed for the first time in the high provinces of Cuzco, due to the intensification of PCP-Sendero Luminoso operations in the region.

In July 1991, for the first time, a state of emergency was decreed in the high provinces of the department of Cuzco. This measure was taken in a context of worsening PCP-Sendero Luminoso operations in the region. The period corresponds to the phase of counter-subversive strategies (1989-1992), when the Armed and Police Forces established Counter-Subversive Bases and formed Self-Defense Committees in the peasant communities. The declaration of emergency was part of the State's response to the increase in violence in these areas of the department.
