In mid-1991, the Armed Forces installed themselves in Vista Alegre, Chicche district, the entrance zone to the Canipaco valley. This military installation was part of the counter-subversive strategy in the region and marked the beginning of a permanent military presence in the area. From this base, the Army controlled the access to the Canipaco valley and carried out operations in the region. The military presence in Vista Alegre was associated with cases of detentions and disappearances of villagers, such as the case of Nuncia Machacuay, who was detained and disappeared by military personnel stationed there.
