On June 23, 1991, one month after the military intervention in La Cantuta, the police arrested Víctor Zavala Cataño, accused of being the head of the PCP-SL's Planning and Annihilation Committee at the national level. This action was part of a series of arrests of the main leaders of the PCP-SL (such as Tito Valle Travesaño and Yovanka Pardavé of Socorro Popular), which led to the subsequent capture of Abimael Guzmán in September 1992.
