During this period, the provinces of Chumbivilcas, Espinar, Canas, Canchis, Paruro and Quispicanchi were under a state of emergency due to the persistence of violent actions by the PCP-SL. Police killings were part of the Shining Path strategy of attacking police posts and local authorities in the Cuzco region.
