In mid-June 1991, the army forced the formation of peasant patrols in the area of Huaycahuacho, in the province of Lucanas. As had happened so many times in previous years in various communities organized in Self-Defense Committees (CAD's), that same month members of the PCP-SL entered Huaycahuacho and assassinated six ronderos. This attack was part of the Shining Path's strategy to punish communities that organized themselves into peasant patrols to oppose their presence. The event illustrates the PCP-SL's pattern of reprisals against civilians who collaborated with law enforcement.
