Supreme Decree 018-91-AG, known as the 'counter-reform', was published, allowing peasant and associative companies to freely decide on the business model that best suited them. This governmental measure sought to reactivate the agrarian sector through a new provision that substantially modified the previous agrarian reform. The decree was part of the structural reforms implemented by the government of Alberto Fujimori in 1991, which included economic liberalization and state reform.
