In May 1991, teachers working in the Satipo jungle were captured by the PCP-SL. This event occurred in the context of the expansion of Shining Path control in the province of Satipo, particularly in the Ene River basin and part of the Tambo River basin. By the end of 1991, the Army entered Satipo and compulsively organized the population into urban and peasant patrols, while the native patrols that were already confronting the PCP-SL on their own initiative received military support. The capture of the teachers was part of the PCP-SL's territorial control strategy in the area.
