Detention of municipal candidates in Huancapi
Military patrol detained six municipal candidates and a pregnant woman in Huancapi; they are missing
On April 19, 1991, around 10:30 p.m., a military patrol of 15 soldiers under the command of Sub Lieutenant José Luis Israel Chávez Velásquez arrested six people who had just registered their electoral list 'Izquierda Unida Socialista' for the municipal elections: Zenón Huamaní Chuchón, Julio Arotoma Cacñahuaray, Eleuterio Fernández Quispe, Luis Amaru Quispe, Napoleón Quispe Ortega and Onofredo Huamaní Quispe. They also detained Honorata Oré de Arotoma, wife of one of the candidates and 8 months pregnant. The military beat them and transferred them to the Huancapi Military Base. They have been missing since then.
