Structural reform decrees
In April 1991, the Peruvian government continued to implement structural reform decrees that included the end of the monopoly of state enterprises, liberalization of foreign currency trade and agrarian reform. These measures were part of a broader package initiated in March that sought to reform the state and foreign trade.
Alberto Fujimori's government issued supreme decrees with the first 14 measures to reform the Peruvian State and foreign trade in March 1991. In April 1991, the government continued to decree measures linked to the so-called structural reform, which included the end of the monopoly of state-owned enterprises, the liberalization of trade with foreign currency and the reform of the agrarian reform. These measures also referred to the sale of shares of public enterprises, the lowering of tariffs and the practical elimination of labor stability. The Executive Branch also enacted the Banking Law without giving time for suggestions that were beginning to be prepared by interested parties, among them, the Federation of Banking Employees.
