U.S. Embassy reports significant human rights violations by terrorists, army and police
In the Embassy's first report to the Secretary of State on the human rights situation in Peru, sent on March 26, it was reported that the three major actors in the conflict, the terrorists, the Army and the Police are guilty of significant human rights violations, which increased in 1990, although there are considerable isolated efforts, such as the release of prisoners who do not go to trial and the improvement of Red Cross access to those detained by the Police.
