Replacement of Minister of the Interior Adolfo Alvarado Fournier by Victor Malca Villanueva

On March 15, 1991, Interior Minister Adolfo Alvarado Fournier was replaced by Victor Malca Villanueva following the assassination attempt against a human rights lawyer and the escape of an MRTA leader.

General EP (r) Adolfo Alvarado Fournier was replaced as Minister of the Interior by General EP (r) Víctor Malca Villanueva on March 15, 1991. This ministerial change came about as a consequence of two critical events that generated political pressure: the letter bomb attack against Augusto Zúñiga Paz, a COMISEDH lawyer that amputated his left forearm, and the spectacular escape of MRTA leader Lucero Cumpa Miranda during her transfer to the Judicial Power. Several sectors of the opposition demanded the resignation of the Minister of the Interior after these incidents that evidenced failures in State security.
