Lucero Cumpa, leader of the MRTA, was recaptured in March 1991 by members of the DINCOTE in the Lima district of Magdalena del Mar. On March 11, in one of the most impressive and violent actions carried out by an MRTA commando in Lima, Lucero Cumpa was rescued while being transferred to the judiciary along with hiker Nelly Evans in a truck belonging to the Peruvian Technical Police. This event demonstrated the operational capacity of the MRTA to carry out rescue operations in the middle of the capital, demonstrating the vulnerability of the prisoner transfer system.
