Return of the amparo and habeas corpus bill

The Executive Branch returned to Parliament the bill regulating the writ of amparo and habeas corpus. This bill had been approved during the last extraordinary session of Congress. The return of the bill by the Executive represented a rejection of the parliamentary regulation of these fundamental constitutional remedies for the protection of human rights. This act took place in a context of growing tensions between the Executive and the Congress during the government of Alberto Fujimori. The return of the bill occurred at a time of concern about the government's respect for human rights, with 4,800 cases of complaints of disappearances registered up to that date.
