In January 1991, the Army raided the town of San Pedro de Cachi, in Ayacucho. As a result of this military operation, 18 bodies were found. This massacre took place in the context of the Army's counter-subversive operations in rural areas of Ayacucho, where they were confronting the Shining Path PCP and communities suspected of supporting subversion. The event is part of the period of extreme crisis of the internal armed conflict, characterized by high levels of violence by both subversive and law enforcement forces.
