The first regional meeting of peasant patrols was held in Shapaja in 1991, where OPASM was unanimously elected as advisor to the peasant patrols of San Martin.

The I Regional Meeting of Peasant Patrols was held in Shapaja in 1991, marking an important milestone in the organization of the peasant patrols in the department of San Martin. During this meeting, by unanimous decision of the participants, the Prelatural Office of Social Action of Moyobamba (OPASM) was elected as the official advisor to the peasant patrols. This event was the result of the previous work of promotion and strengthening of pacification that OPASM had been carrying out in the region. The election of OPASM as advisor consolidated the role of the Catholic Church in the process of pacification and community organization in the face of MRTA violence in San Martin.
