In 1991, the PCP-Sendero Luminoso carried out a series of selective assassinations in Santiago de Chuco as part of its strategy of eliminating local authorities and people considered enemies of its political-military project. The victims included the mayor, the sub-prefect, an APRA leader and a local hospital worker. These murders were part of the Shining Path offensive to put pressure on the provincial centers and eliminate any resistance to their territorial control. The crimes took place in the context of the intensification of violence in the northern region of La Libertad, where the PCP-SL had managed to establish support bases after the destruction of the associative agrarian enterprises.
