In 1991, a sector of the so-called "cuavistas" - many of them MRTA sympathizers - forged a tactical alliance with leaders sympathetic to the PCP-SL to remove the secretary general of CUAVES (Comunidad Urbana Autogestionaria de Villa El Salvador), Roque Quispe. This action demonstrated the growing influence of the PCP-SL in the social organizations of Villa El Salvador. The radical groups, with the implicit support of MRTA and PCP-SL leaders, presented a motion stating that given the economic situation the municipality should not charge the tax, a proposal that was approved. This removal was part of the Shining Path strategy of infiltration and control of the district's popular organizations.
