Concepción Cárdenas Quispe was a leader of a welfare organization in Ayacucho who was assassinated in 1991. Her death occurred in the context of the PCP-Sendero Luminoso offensive against the leaders of popular women's organizations that intensified from mid-1991 onwards. According to the CVR records, the alleged perpetrators of her death were the Rondas de autodefensa or the PCP-SL. She was one of the leaders of grassroots organizations that were threatened and killed during the internal armed conflict.
