Inter-American Convention against Torture adopted by Peru

Peru approved the Inter-American Convention to Prevent and Punish Torture through Legislative Resolution 25286 of December 12, 1990. This international instrument of the OAS entered into force for the country incorporating obligations regarding the prevention and punishment of torture.

The Peruvian State approved the Inter-American Convention to Prevent and Punish Torture through Legislative Resolution 25286 dated December 12, 1990, published in the Official Gazette El Peruano on December 14, 1990. This 1985 OAS Convention establishes international obligations for the States Parties in the prevention and punishment of torture. The ratification of this international instrument incorporated binding norms on human rights during the period of internal armed conflict into the Peruvian legal system. The document is part of the international human rights normative framework that the CVR Report uses to evaluate the violations that occurred during the conflict.
