In mid-December 1990, the Political Military Command organized a congress of peasant patrols in the province of Concepción. This event was part of the Army's strategy to organize and centralize the counter-subversive patrols in the region. The congress was held in the context of the counter-subversive struggle, following the model of the I Regional Congress of Rondas that had been held months earlier in Bellavista, district of Jarpa, province of Chupaca. The objective of these congresses was to coordinate the participation of the civilian population organized in self-defense committees to combat subversive groups.
