Decree restricting the right to strike

The government promulgates Supreme Decree 70-90-TR restricting the right to strike. The decree is a way of dealing with strikes by workers of the IPSS (Peruvian Institute of Social Security) and the CITE (Intersectoral Confederation of State Workers). This measure is framed in a context of multiple labor protests and strikes that were taking place in the public sector during that period. The decree was enacted during the government of Alberto Fujimori Fujimori, who had assumed the presidency in July 1990.
