Judge declares Habeas Corpus founded and orders Ernesto Castillo Paez's release, without effect
Judge Dr. Elba Greta Minaya declared the Habeas Corpus petition founded and ordered the immediate release of Ernesto Castillo Paez, under the responsibility of the then Minister of the Interior General EP Adolfo Alvarado Fournier, the Chief of the National Police General PNP Victor Alva Plasencia and the Chief of the Anti-Terrorism Directorate General PNP Enrique Oblitas Jaen. The judge found irregularities in the Book of Detainees of the San Juan de Miraflores police station and considered the background of the murder of the victim's cousin, Abel Malpartida Paez, in July 1989. However, the injunction had no effect.
